Who Can Enroll

You may qualify to enroll in an Affordable Care Act (ACA) Marketplace plan if you live in the state where you are applying, are a U.S. citizen, national, or lawfully present resident, and are not currently incarcerated or eligible for Medicare. This coverage is primarily available to people who do not have access to an affordable, job-based health plan that provides minimum value.

Are a U.S. citizen, national, or lawfully present resident

This core eligibility requirement means that enrollment in Obamacare is open to U.S. citizens, U.S. nationals, and a wide variety of lawfully present residents, including those with certain green cards, visas, or humanitarian statuses.

Live in the state where you’re applying

This eligibility rule requires that applicants must live in the state or service area of the Marketplace plan they are seeking to enroll in to be eligible for coverage.

Are not eligible for Medicare

This condition ensures that the Marketplace is for those who need private insurance, as anyone who is already eligible for the federal Medicare program is instead expected to get their coverage through that system.

Do not have affordable employer coverage

This rule restricts eligibility for financial assistance, requiring that an applicant cannot be offered job-based health coverage that is considered affordable (costing less than a set percentage of household income) and provides minimum value.

Meet income requirements based on household size

To qualify for premium subsidies and cost-sharing reductions, your estimated household income, based on the federally set Modified Adjusted Gross Income (MAGI) calculation, must fall within specific percentages of the Federal Poverty Level (FPL) that are tied to your household size.
